Independence Rd. Phase 3 Project Update

Here is the latest news and updates regarding the Independence Road Phase III project. Major construction began in April of 2016 and the target completion date was April 2, 2017 but due to numerous delays it is estimated the project will not be completed until early summer.
Pavement Solutions (PS) is the General Contractor for the construction of the roadway improvements. According to PS's revised construction schedule they are now showing June 30, 2017, as the date to be Substantially Complete. PS has requested an 81 day time extension and the construction engineer, HR Green recommended granting an 11 day time extension to PS. The City Board accepted HRG's recommendation, which extended the contract deadline date to 4/13/17. We are now past this date and liquidated damages of $1,225/day are being assessed against the contractor's pay requests until the project is fully complete. 

Up coming work:

Traffic has been reduced to one-direction for the entire stretch of the construction zone on Independence Rd. (from Wolfrum Rd. to Camelot Dr.), once again in order to allow PS to begin laying asphalt on the the westbound lane of Independence Rd. They plan to pave the two base layers of asphalt on the entire stretch of roadway, add temporary striping and open Ind. Rd. up to two way traffic by June 30th. They will add the final layer of driving surface asphalt once all major work is complete including the finish grading and walking trail construction; this is to ensure the final driving surface doesn't get damaged by heavy equipment operating along the roadway. 

PS finished up the two base layers of asphalt on Nancy Lane and they have now removed the main entrance to the City Park.

Once this work is complete PS will turn their attention to John Linn Pl. A design change has been made here that will raise it by approximately 2' to improve the side slopes and eliminated the blind spot that has been created with the current excavation depth on John Linn Pl. 

With the closure of John Linn Pl., residents that use John Linn Pl. for access will have to use the old Nancy Lane that runs through the City Park for ingress/egress.
